second, there is this lie that has been going around for years that we live in a democracy. that's not true. our founders intended to give us a constitutional republic. don't believe me? look it up. you'll see.
lastly, i have no idea who came up with this phrase. it has been attributed to many people. i have tried to track down who actually came up with it without any luck....just fyi

Ironically, Sparta would have been better suited, because Spartan population was horrendously small, and the elite Spartan warriors, the real "Spartans" we think of today, and the true citizens of Sparta, were even smaller in number. Freedmen and Helots were on the bottom, and whether they would have been allowed to vote had Sparta been a democracy remains a mystery.
Rome, on the other hand is a true constitutional republic, like America. Another name I prefer to call it is a representative democracy, because the people rule, but instead, the people vote for representatives who then, in turn, vote amongst themselves, hopefully in the will of the people. Rome's government was very, very similar, almost exactly like America's. George Washington in particular was said to be fond of Rome's government, and the early Republic's values with which he wanted to instill in America. Athens was the father of the true democracy, and Rome was the father of the representative democracy in ancient times, while America itself is the father of the modern day representative democracy.
